Overview
The Department of Hawaiian Home Lands (DHHL) is acquiring the Courtyards at Waipouli apartment complex in Kapaʻa, Kauaʻi, with plans to convert it into a rent-to-own community for eligible Native Hawaiian beneficiaries. The project supports DHHL’s mission to increase homeownership opportunities for Native Hawaiians.
Because the property is currently occupied, DHHL has developed a federally compliant Relocation Plan to guide and support the relocation of existing tenants.
Relocation Plan Overview
Why a Relocation Plan?
Because federal funds (e.g., Native Hawaiian Housing Block Grant and HUD loans) are involved, DHHL must comply with federal relocation laws under the Uniform Relocation Act (URA) and HUD regulations. This plan ensures tenants are informed of their rights and supported through every step.
Key Points for Tenants
Each eligible household will receive:
At least 90 days’ written notice before having to vacate
Relocation advisory services and housing referrals
Moving expense assistance (self-move or professional move options)
Rental assistance or down payment help for new housing
Special support for seniors, families with children, and persons with disabilities
Tenants who moved in after August 2024 are not eligible for relocation benefits
How Relocation Assistance Works
Rental Assistance: Helps cover the rent difference for 42 months
Moving Costs: Paid directly to movers or given as a fixed payment
Down Payment Option: Use the full relocation benefit toward buying a home
Furniture/Utility Support: Reimbursement available for some out-of-pocket expenses
Appeals Process: Tenants can formally appeal decisions about their eligibility or benefits
Replacement Housing Challenges
Housing on Kaua‘i is limited.
The relocation team will work closely with tenants to:
Identify suitable housing on-island
Search in neighborhoods tenants prefer
Prioritize units that are decent, safe, sanitary—and ideally pet-friendly
Offer support for households interested in relocating to Oʻahu or other areas

Initial Notices Sent: May–August 2024
Eligibility Notices Issued: October–November 2024
90-Day Vacate Notices Begin: Late 2024
Resident Moves Begin: Starting February 2025
Goal: Relocate all households within 12–18 months
